NHS Gloucestershire Integrated Care Board and NHS Bristol, North Somerset and South Gloucestershire Integrated Care Board are now working together as a formal cluster, in line with national changes to the NHS infrastructure.

As organisational arrangements evolve, the focus of ICBs is increasingly on their role as strategic commissioners. This includes setting priorities, planning services and working with partners to improve outcomes, informed by a deep understanding of population health and needs.

From 1 April 2026, a Joint Cluster Board has been established, operating as a committee of both ICB boards. This enables shared oversight and decision making on cluster wide matters, while each ICB remains a separate statutory organisation with responsibility for its own local governance and decisions.

A joint executive team structure is in place and joint non-executive directors have now been appointed. Consultation with staff is underway as part of the organisational change process, with a focus on supporting colleagues and ensuring continuity of services.
